Driving Efficiencies

In an effort to consolidate municipal operations, the project will create new working headquarters for many City of Lawrence employees in the MSO Department and replace outdated facilities spread across the city, many of which were in high-risk flood zones. The result is a secure, consolidated campus that allows for faster emergency response times, provides healthier space for essential workers, and reduces annual operations and maintenance costs.

Sited on approximately 50 acres of remediated farmland at the East end of Lawrence, the campus includes a central MSO building, central maintenance garage, fuel islands, fleet parking, storage and wash bays. Adjacent to a residential neighborhood, the site was carefully planned, situating the buildings and lots deep into the site. The plan integrates mass grading, berms and a barrier wall to mitigate traffic, sound, visual and light impacts on the community.

Multi-phased Approach

The project has been divided into two phases. Phase I—currently under construction—includes the two-story MSO Building which will house the Streets, Traffic, Stormwater, Water Distribution, Wastewater Collection, Administration, Construction Management, and Engineering & Development divisions. Phase I also includes the fuel island, fleet parking, and storage and wash bays. The fuel island will serve the City’s vehicle fleet and will include gasoline and diesel fuel. Alternative fuels will be explored for co-location at the fuel island or at the vehicle parking lots. Phase 2 will include the Central Maintenance Garage and Solid Waste division.

Once complete, the new MSO Campus will help the City achieve outcomes related to its Strategic Plan, supporting goals to create a well-maintained, functional, efficient infrastructure that provides accessibility and connectivity to people and community.
